If Conan had been any kind of normal child,he definitely should not have been out at this time of day. If he had anyone in the city right now keeping tabs on him, he would never have been allowed to wander this part of the city.

He vaguely recognizes Pepper, but more importantly recognizes the signs of someone who is being followed and knows it. That was enough to awaken his curiosity to see how this would end (and help out if necessary). He waits long enough to see the shadow, and follows after.
